A new initiative by ECI has developed an application titled Voter Turnout App that will display a phase-by-phase breakdown of voter turnout for various rounds on election day. This application has been made publicly accessible to see authenticated data.
Voter turnout is a module of ENCORE that runs on the poll day and involves entering two hourly estimated poll percentages into ENCORE. A citizen or media house can monitor voter turnout data via the Voter Turnout app, which is available both for Android and iOS devices. These percentages are aggregated in the system to determine the percentage of voters in each district and state.
Among the time slots available for voter turnout data entry are 9 a.m., 11 a.m., 1 p.m., 3 p.m., 5 p.m., and 7 p.m. The Returning Officer/ARO must enter all these entries in the ENCORE Portal without fail in a designated time slot. For each assembly, the RO/ARO enters the cumulative voter turnout percentage. As soon as the poll is over, the system provides turnout reports - constituency-wise and polling-station-wise - which include the number of males, females, and third-gender voters against the total number of voters.
Two-hourly voter turnout data entry is simplified with this mechanism, which ensures timely dissemination of information in real-time. At the CEO level, we have provided the facility to monitor and identify assemblies that have missed data entry to ensure timely entries for each constituency.
